This Program is considered to be one of the first initiatives of field work implemented by ACCD. The Council of Arab Social Ministers of the Arab League had recommended to generalize this Program at the Arab level in 1995.
This Program aims to train female cadres specialized in the field of disability to provide training to the mothers of disabled children at home. The project was successfully implemented in "Gaza Strip", Palestine, and "Mataria", Egypt. Therefore, ACCD adopted this Program since 1992 in cooperation with the Palestinian Association for Handicapped, and invested some of its trained cadres.
ACCD sought to generalize this project all over the Arab world throughout holding a national training course to prepare specialized cadres. In this training course, female-trainees participated from the following countries: the United Arab Emirates, Bahrain, Oman, Lebanon, Kuwait, Morocco, and Yemen. Later, many efforts were exerted to spread and replicate the project in Jordan, Saudi Arabia, Palestine, Lebanon, Egypt and Yemen. This training included 150 female-trainees and they worked as home-training visitors in the above mentioned countries. The Program was subjected to an external evaluation study that highlighted its achievements and recommended its continuation.
During the period 1998-2000, a series of follow-up and rehabilitation courses were organized for the training of female trainers to continue their efforts in these countries. In 1999, a project was launched for the development of Arab strategies to deal with disabled children with the aim of adopting strategies to confront disability among the children of the Arab world. It also meant to improve and expand the coverage of preventive programs as well as programs for special education and rehabilitation to meet the requirements of the different categories of the disabled. Hence, a study was conducted to introduce the project and to follow up on the implementation of the project of family intervention in Saudi Arabia and Jordan besides holding a follow-up session in Jordan in 2001 for the program of family intervention.
